Apple ID payment method keeps being declined
My payment method kept been declined and it is causing a lot of inconvenience I can’t purchase or do subscription for any app please assist

If one or more of the following 6 options are true then you can't choose None as a payment method then the Billing information is needed . The "None" option will not appear...
Based on your country of residence and country you have selected under your Apple ID --> Payment methods that you can use with your Apple ID - Apple ...
Have you a Debit/Credit card that is issued to you that is valid internationally and is from the same Country / Region as your Apple ID.
Know it here --> If your payment method is declined in the App Store or iTunes ...
