Can I pair an Apple Watch SE (Gen2) with an iPhone 7?

No, you can't. It will have WatchOS 9 and that means you MUST own an iPhone capable of running iOS 16 (current version is 16.5.2 (a), which an iPhone 7 is not capable of running. You'll need a newer, more modern iPhone if you want to pair an Apple Watch SE 2nd generation with.
