Move Outlook Exchange Contacts to iCloud/iPhone

IT person at your old work will need to export the contacts out of Outlook for you.

You can look in icloud for windows, it says it can export and import to icloud, but I was heistate to do that for one of our employee. I export to an excel spreadsheet for them and they manually entered the contacts.
