I have an iMac - M1 - with Ventura 13.4.1 and was using the batch renaming function in Finder a lot.
When I want to batch re-name now, it does a lot of thinking and then the entry mask looks like this:
I have not entered any information - this is how it comes up. When I cancel it, it also does a lot of thinking - as Elaine Giles would say.
Between working fine and now I have not added any other app.
Any ideas besides shutting down and restarting?

What happens if you just delete that text and enter what you really want?
Does the same problem occur if you try a renaming whilst booted in Safe Mode?
If yes, then deleting Finder preferences might help - see a) below.
If the problem disappears in Safe Mode but reappears when botted normally, there are third party software modifications causing a problem - run Etrecheck - see b).

To delete Finder preferences: In Finder, press Command-Shift-G and paste
~/Library/Preferences/com.apple.finder.plist
Drag that file to the trash, and force-relaunch the Finder: press command-option-escape, select Finder in the list and click Relaunch
b) Please run Etrecheck and post its full report here. Use the "additional text" button and paste the report into the text box.

Please apologize for my late answer - life happens.
After I started in Safe Mode, the behavior was normal and I proceeded with your solution a). Now everything is as it used to be.
Still learning my way around the Mac World.
