See these circumstances:

1) Apple ID disabled (generic) = If your Apple ID is locked or disabled - Apple Support

2) Apple ID disabled (in iTunes & App Store) = Contact Apple Support, after reading the steps provided in this support article:--> If you see a message that says 'Your account has been disabled in the App Store and iTunes' , and using the following specific link:--> Apple Support


If you get no help, contact Apple Support using this link:--> Contact Apple for help with Apple ID account security - Apple Support


If you mean something different, please post back with relevant information, if not already among this list:

Unlock 1 = Passcode forgotten:-> If you forgot the passcode on your iPhone, or your iPhone is disabled

Unlock 2 = SIM not supported:-> How to unlock your iPhone for use with a different carrier - Apple Support

Unlock 3 = SIM PIN:->  Contact your carrier asking them for your SIM PUK code

Unlock 4 = Activation Lock:-->  How to remove Activation Lock

Unlock 5 = Frozen device:--> If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support
