My very old iPad are used to control everything in my home is no longer able to do so with the new framework. So I’m trying to find out if I can control the devices in my home on another type of device such as a chrome pad, android or amazon pad, or anything other than an Apple device?
No, if your Home has been updated to the new Home Architecture then you need to add an Apple TV 4K, HomePod or HomePod mini to take over home hub duties. iOS devices for controlling the home need to be running iOS 16, and if you want to use the Home app on a Mac it needs to be running macOS 13 Ventura. Depending on the appliances that you have some of those may have native apps that work independently of Apple home, and those could potentially run on other platforms.

Unfortunately, I have a 1st generation 4K Apple TV.
So, I will have to get some thing in order to accomplish this.

Hmm, I have Apple TV4 HD as well as an Apple TV 4K 2nd Gen. Both act as hubs along with my HomePods.

Yes, my 1st generation, AppleTV 4K also works as a hub on the upgraded platform, it just will not work with “Matter” devices.
