None of those things you submitted have anything to do with identifying you as the owner of an account (ID). They may identify you in part as the owner of a device (though Apple does not use IMEI in any context really).

It's not really clear what you mean when you say your account is "locked". Apple only uses that term in one situation as regards to an account (see the first case below).

● If the message says "your account has been disabled in the App Store and iTunes Store" or "You cannot login because your account has been locked", then you must contact Apple; you cannot resolve this yourself. Apple provides a link for this specific issue. Tap or click here ➞ https://getsupport.apple.com/?caller=kbase&PGF=PGF63005&category_id=SC0245&symptom_id=23362 .

● If your account has been disabled for security reasons the solution is to reset your password as outlined in this document: If you forgot your Apple ID password - Apple Support

If you find you can’t sign in, reset your password, or receive verification codes, you can request account recovery (read this support article: How to use account recovery when you can’t reset your Apple ID password - Apple Support ) to regain access to your account. If it's another reason then post here with details.

Thank you,

my iphone was compromised when traveling to France. My Apple ID password was changed and my trusted phone number was changed as well.

I contacted Apple support, worked different support staff, submitted all documents requested and started the process to unlock my iphone to the point it was erased and ready to re-install. At the point, being on the phone with Apple the agent told me that my apple id was still not unlocked. I resubmitted my documents and requested my id recovery. The last email from Apple I got was that my request was:

At the time we are not able to process your request.

Where do I go from here? It's frustrating. If you have any advice, please let me know.

Thank you

First, remember that the people on this forum are just other users like yourself so we don't know Apple's reasoning on this. They likely have strict conditions for acknowledging ownership of an account. As I said earlier, you have items backing ownership of your device, but they are not proving that you are the owner of the account. They unlocked the device because you sufficiently proved you were the owner, but apparently have not met the threshold for the account. I have never been in your position so I do not know all the criteria they may accept. There's probably a set and if you don't make all the checkmarks then they will say no. Remember that these days an account can mean large sums of money and identity versus days of yore where if somebody faked their way into an account all they could do was post on a BBS in your name. Now it works both ways: Apple has strict criteria for protecting your finances and identity but that comes at a price if you yourself cannot prove to them you are the owner.
