I want to use an apple TV without a router. I need some sort of peer to peer link between an iPhone and an apple TV.

Real peer-to-peer AirPlay is for content that requires no internet connectivity at all (e.g. a DRM-free video clip such as recorded on iPhone). It is a mini ad-hoc network with two devices and no other connections. Probably not what you meant.
For content that does require internet connectivity, then you may test to see if a mobile hotspot works for you. Inquire with your mobile service provider if hotspot use with a TV streaming device is permitted and/or metered separately. Even “unlimited” plans have limits in data use, that are not high enough for daily use.
Apple TV itself doesn’t mind. The hotspot is just like any other Wi-Fi to the Apple TV box.
