How do I open a new page layout document?

Opening a new document results in a word processing document. I cannot find any option to open a page layout stead.

By the way, before asking, I did attempt to google this, and also looked in Apple's instructional pages, like this one: Create a document in Pages on Mac - Apple Support (Under "Create a basic page layout document," I could not make any sense out of Step 4: "Deselect the Document Body checkbox... (photo below). I see a way to toggle this, but no way to "deselect" it, so I assume I'm looking at the wrong thing?

Three ways to resolve depending on your settings:

  1. Pages File menu : New…
  2. Pages Settings : General : ⦿ Show Template Chooser
  3. System Settings : User Name : iCloud > iCloud Drive On > Apps syncing to iCloud Drive nn > Pages (⦿=) (off).

As long as Item 2 is set to a custom template name, Pages will always open directly to a new document using that declared template name.

As long as item3 is set, Pages will always open to a File chooser instead of a Template chooser.

I'm into the Template chooser now, but still don't see an option for just a plain blank page layout document. I guess I need to just experiment with some of the pre-fab templates there to see if I can modify one.

It seems odd and unintuitive that Pages doesn't have any easily findable option for just a plain from-scratch page layout document. (like File > New > Page Layout).

Anyway, thanks for your help.
