Again, there is no method by which one should be able to change Air Pod modalities (iPhone app or stem) that will activate transparency mode. The software issues each distinctive confirmatory tones when switching from "Noise Cancellation" to "Off" to "Transparency" but in the case of transparency, there is no change in the ambient noise level that you would hear if transparency were working. For example, I have the Air Pod in my ear as I type this. If transparency were working, I would hear each keystroke loudly (as was the case for the first few months). Now, it sounds precisely the same with transparency on or off.
I assumed too much in my problem statement. You are correct in noting that one needs to be discriminating in reading web reviews. This includes making judgments as to the capabilities of the person making the comment, looking for patterns and trends, etc. I would not have raised this point unless the comments and sources not passed my screening criteria. It looks very much like there is a transparency issue with at least some Air Pod Pro 2 runs and I would imagine that tech support will confirm this.
