The built in hardware of an iPhone 7 does only support the latest version of iOS 15

iOS 15 and iPadOS 15 are compatible with these devices - Apple Support

You will need an iPhone 8 or newer, to be able to install iOS 16

iOS 16 and iPadOS 16 are compatible with these devices - Apple Support
