old iphone photos are blurry and not loading

All of my old iphone photos from 2020 and before that appear blurry on the phone when I press on their thumbnails and will not load. When I open icloud, they also appear to have exclamation marks over them and will not load. I have tried everything at this point to fix this, nothing seems to be working.

blurry thumbnail photos and photos won't send My iphone 11 was recently updated. Now at 15.6. Recently noticed when I take a picture and try to send from camera, the picture is blurry and my options for sending all grayed out. Also can't send from photos when this is happening. I get a message saying "preparing...". When this is happening, all my pix in Photos are also blurry and won't send. Have tried every "fix" I've found on line but only thing that works is turning it off and back on again. But it is not a lasting fix. Problem returns same day. Assuming this is related to the update as I haven't changed icloud settings that I know of.
