429 request too many times

I try to get on my Etsy account and the 429 request too many times and i can't get on the page at all. i need help with this problem.

Unable to Process Request. Try again later. When I try to purchase movies, tv shows or in app purchases from my app, I will get this message that says my request cannot be processed. I have more than enough funds for it and I have no outstanding itunes debts. And I am totally updated. Turning it off and on doesn’t help.
