My 2 generation pencil has been on 0% for a while when I attached to the iPad to change is taking forever it’s been almost 24 hour and it still 2% so my question is how long does it need to fully change? And does my iPad need to been in charge? Or if there is a specific % battery that my iPad should be ?

The issue with lithium batteries, not just with the Apple Pencils, is if they are left at low or no charge for an extended period of time, they can be damaged ... and potentially why it is having an issue receiving a charge.
