iPad ios

ipad says update is required (16.5.1c) but when connected to iTunes to execute, it says the os is current 16.5.1. Conflict? Solution?

The Rapid Security Response (RSR) Update is delivered as an OTA update. The update is dowloaded and installed via WiFi.

The RSR cannot be installed using a Windows PC or Mac computer.

I was having the same problem. I originally told it to not use cellular connection and it wouldn't do anything. I clicked allow cellular connection and it started right up.
