Can I transfer data off of an iPad onto and iPhone?

Not quite sure what you are asking.
You can make a backup of the iPad and restore the iPhone using that iPad backup, but then the iPhone will look just like your iPad.
In other words, backups are all or nothing. You can't transfer just some selected data if that is what you are really asking.
