Safari 13.1.2 is the highest possible version with macOS 10.13

Catalina and later (including the above mentioned Big Sur) are 64-bit.
Open the Mac App Store, click on Updates, and install any Apple ones listed; High Sierra can run Safari 13.1.2. Alternatively, upgrade the computer's OS or use a different web browser as needed.
