Safari 13.1.2 is the highest possible version with macOS 10.13

To upgrade Safari you will need to upgrade your macOS.

A mid 2013 MacBook Air can be upgraded to the latest version of Big Sur macOS 11 but no later. See: How to download and install macOS - Apple Support

Be aware that if you upgrade to Catalina 10.15 or later you will also need to update any non-Apple 32-bit apps. See: https://www.stclairsoft.com/Go64/

If you can't or don't want to upgrade your macOS, for security reasons you should consider using a 3rd party internet browser that supports their current version with your older macOS. One example is Chrome if you have macOS 10.13 or higher. See: https://www.google.com/chrome/

Thanks, very helpful. Upgrade to Safari 13.1.2 done.
I am willing to upgrade the HDD to get a newer macOS.
Chrome has a flag "to get future Google Chrome updates, you will need macOS10.15 or later. The computer has Mac0S10.13"

What is the latest macOS I could install, provided I upgrade software to 64bits?
Thanks once again.

Catalina and later (including the above mentioned Big Sur) are 64-bit.
