Suica funds not reflected on Apple Watch

I recently attempted to add funds to my Suica transit card on my Apple Watch. However it never appeared on my watch and the funds were still removed from my bank account. Essentially the Apple Watch kept trying to update the funds internally for over 20 minutes but failed then shut down. When I turned it back on, they weren’t in the Watch (but were still out of my bank account).

Is this an IT error where it didn’t update but the funds will be refunded to my bank account?
