lost my iphone
I lost my iPhone and Find My was not enabled, and I never configured iCloud either. Is there a way to find its last location without Find My and iCloud ?

Sorry, but no. Find My / iCloud is the only way to locate a lost or stolen phone using an online connection. Your only option would be to retrace your steps and look for the phone the old fashioned way.
