Ongoing subscriptions and Family Sharing organizers must always have a payment method present. To edit the cards used for those you may need to first add the new card and make it the primary payment method before removing the old card (see: If you need to change or update your Apple ID payment method - Apple Support ).

That may happen if you are trying to remove the payment method which is your default card on your account. Since you indicate you may have more than one payment method, open Settings on your iPhone. Tap Wallet & Apple Pay. Change which card you use as your default payment, then if you want to remove the card you wanted to remove, see if you can do so.
