I am already a paid subscriber to Apple TV . However, when I call up "Apple TV " to my tv screen that shows on my screen and then provides me no way to give me access to the programs. What do I need to do?

What TV are you using exactly? Make and model?
What exactly do you see when you "call up Apple TV"?
If by "call up Apple TV" you mean you are opening the Apple TV app, then select the TV+ section, or any movie or tv show with the TV+ logo on the poster.
