How do I backup my phone and delete pictures from my phone but not my iCloud to free up storage

You don’t. If you use iCloud Photos, then photos are not included in the backup. iCloud Photos is a syncing service that keeps your photos available on all devices using iCloud Photos. It is not off device storage. Actions taken on one device are reflected on all devices. If you delete a photo on your iOS device or computer, you delete it from iCloud as well.
