I had a purchase in 2019 for an app. I went back to get the transaction for it to restore my purchases with the app. The transaction is nowhere to be found. Can APP Devs request or edit purchase histories? If not then who would I need to contact in Apple to help me
find this transaction? Thank you for your considerations. (PS the app devs seem to not want to help. So I’m stuck with pursuit through Apple.)

Are you sure you are logged in under the same Apple ID. Usually when someone can't find a purchase it's due to using a different Apple ID at the time of purchase.
Unfortunately only the Developer's web forum can assist you with this. Apple Support won't be able to help with this issue. If I were you, I'd try again on the developers forum for assistance.
Is the app still available in the App Store?
