I am connected to an Xfinity router for wifi and when I attempt to download the iOS 16.5.1 (c) I see this message below the “Download and Install”
”This update requires a Wi-Fi network connection to download”
I am clearly connected to my Xfinity modem and Wi-Fi.
Do you have an XB8 router from Comcast? Folks in this thread are having backup issues with the Xfinity XB8 router. I have no clue if that could be responsible for your problem, but I thought it was worth mentioning.

I too have Xfinity internet service and I’m not having any issues.
Yes, I could not/cannot download IOS 16.5 or 16.5.1. (c) but only happened with IPad mini 6.
Downloaded and installed on IPhone 14Pro and IPad Air 5 without a problem at home, on same Xfinity router. No VPN, no odd apps/software.
Spent a very long time on phone with Apple support a week or so ago running thru and performing all possible solutions, to no avail. Even tried to download in a couple different houses. No go.
This is not the only place I’ve seen people mention the same problems with different Apple devices.

The Security update downloaded just fine on my iPhone, iPad Pro, and MacBook Air with Xfinity internet. Are you using a VPN?
