Is the Temu app a scam? It said buy three items and get $120 for free. Why do they want $91 from me?

As I understand it, the apps gets its users to do promotional work for them in exchange for future discounts. Promotions can’t be stacked: one per purchase. Personally I’d steer away from such propositions. But it may not be a scam when users join willingly.
There is something really fishy about that app. Multiple reports of a scam, privacy concerns, multiple reviews that are obviously fake. Apple still seems to support it tho - I have the “Report Problem with the App” blocked only for Temu on my devices.. I guess buying cheap stuff from China is still tempting for people, even when their privacy is at risk.
