If you're not using iCloud Photos and they are saved in your backups, then the only way would be to restore from a previous backup that contained those photos. As described in the article, you need to erase all contents first by following the link in the first step.

Other than that there is no way to delete the photos.

There is no way to recover photos from Recently Deleted. Once you've deleted them from this folder they are gone.
The only way to recover them would be reverting to a backup where they did exist, however be warned, doing this will also lose all data (including messages and photos) that have been saved since that backup.
Are you asking about Photos on a Mac or Photos on an iPhone or iPad?
If you emptied the Recently Deleted album on a Mac, recover an earlier version of your Photos Library from your Time Machine backup. restore it to a different folder than your current Photos Library is in, so you do not overwrite the current Photos Library. This should work, if you did not use iCloud Photos with the "Optimize storage" option enabled. If you have been using iCloud Photos with Optimize STorage enabled, your Time Machine backup will be incomplete.
