Can I transfer my photos if my iPhone dosen’t turn on?
My phone is broken and it won’t turn on and I want my photos , is there any way I can get them transferred?

Locating Lost Photos and Videos:
I. Enable Photos and Contacts in iCloud:
On the iPhones, enable Contacts in iCloud.
On the iPhone:
II. Troubleshooting Deleted Photos:
Three Things to Try:
A. Start here: If you're Missing Photos or Videos in the Photos App - Apple Support
B. Check iCloud, Directly:
Go here, and see if they reside in iCloud: https://www.icloud.com/photos
C. Where Else to Check:

You would have needed to back the iPhone up either to iCloud or iTunes.
Sorry, but the time to worry about not losing data on any phone is before catastrophe strikes. If the phone is broken and you haven't backed it up, your data is likely gone.
