The character "Cross of Lorraine" is not available as an emoji. Your only option would be to create a keyboard shortcut/text replacement on your iPhone. Go to Settings > General > Keyboards > Text Replacement, click the "+" icon (top right of your screen), paste the symbol in the "Phrase" field and give it a "Shortcut".

Personally, I prefer depending my keyboard shortcuts with "&" to avoid any interference. You could name your shortcut "&col", for instance, to mean "Cross of Lorraine". But the choice is yours.
