In order to download photos from your iPad, you'll need to have these photos saved to a computer. If the photos are synced with iCloud Photos, download them using the steps here: Download iCloud photos and videos - Apple Support
If the photos are locally saved to your iPad, you can use the guidance in the next link instead so you can have them go from the iPad to the computer: Transfer photos and videos from your iPhone or iPad to your Mac or PC - Apple Support
Once you have the photos on your computer, connect your USB to transfer.
