Hey there Sundancer555,
Thanks so much for using Apple Support Communities.
We want to help you get your library of photos organized and looking great, including helping you delete any photos you're experiencing this issue with. Based on the sound of it, we think that it's possible that iCloud Photos may be disabled. If that is the case, then you would not be able to make changes to those photos such as deleting them from the iCloud website. In order to resolve this, you can try enabling iCloud Photos and seeing if that activates the trash can icon as expected.
Here's how: Set up and use iCloud Photos - Apple Support
There are steps in that article for all of the devices where iCloud Photos is supported, and we'll share the relevant section below to make it easy:
Turn on iCloud Photos
Make sure that you set up iCloud and sign in to iCloud with the same Apple ID on all of your devices.
On your iPhone, iPad, or iPod touch
1. Go to Settings > [your name].
2. Tap iCloud.
3. Tap Photos, then tap the switch next to Sync this [device].
On your Mac
1. Choose Apple menu > System Settings or choose Apple menu > System Preferences.
2. Click Apple ID.
3. Click iCloud in the sidebar, then select Photos.
4. Click the switch next to Sync this Mac.
On Apple TV 4K and Apple TV HD
1. Go to Settings > Users and Accounts.
2. Select iCloud.
3. Turn on iCloud Photos.
On your Windows PC
