OS Catalina install stuck at 8.25 GB of 8.25 GB
…And 3 years later, I find myself having the exact same issue on a Mac Pro. Restarting doesn’t help. Any new wisdom on this issue?

If your download speed is suspect get on a faster Network to initiate the download

You can try launching the installer from a Safeboot as references above...
if the installer is there but corrupt, in safeboot does not finish— delete it, empty the trash and download a fresh copy.
Alternatively to the supplied older installers, you can download using the Terminal.app—
to see available macOS installers here copy and paste:
softwareupdate --list-full-installers
for example—to download the latest Catalina, copy and paste:
sudo softwareupdate --fetch-full-installer --full-installer-version 10.15.7
note— your psswd will not echo on screen type in anyway, to proceed use the enter\return key
When complete the installer will be sitting in your ~/Applications folder
"Install macOS Catalina.app" you launch it from there like any other application
