Key to accessing and controlling (or simply avoiding) multi-tasking is the small “three-dot” button that is found at the top-centre edge of the screen. Unlike iPadOS14 and earlier versions, multi-tasking (including split-screen, slide-over views and the Shelf) cannot be disabled from settings.

If you would like to see an ability to disable multitasking features in future version of iPadOS, this would be the most appropriate channel through which to make a request.
