The white Apple logo is the initial splash screen which tells you the watch is starting. The most common reason an Apple Watch fails to start is a low battery which can't provide enough power to complete the startup. The first thing to try is simply put the watch to charge for an hour or so and see if the problem is fixed.
If the watch fails to restart after charging you can try a forced reset. Simply press and hold both the Digital Crown and the Side Button for about 10-15 seconds, until the screen blanks then the Apple logo appears again. Then release the buttons and let it try to restart.
If it still fails your best option is contact Apple Support and get the watch examined by Apple Service.
