share playlist isn't an option in my itunes - how do i share a playlist from my ipad to iphone?

That "sync across devices" method assumes you already have a subscription. If you don't have (and don't want) a subscription, you can sync both devices to your main iTunes/Music library:

what you show isn't shown on my device. instead under music it focuses on trying to get me to buy apple music. under library the only choices are show all purchases and show star ratings. please advise how I get to synch across devices since the screen you showed is not the current version??
