Change form El Capitan to Ventura

The 2019 and 2023 Mac Pros which can run Ventura could never run El Capitan in the first place. So the answer to whether you can run Ventura logically must be "No."

You might still be able to do a lesser upgrade.

• For Early 2008 and Early 2009 Mac Pros, El Capitan is the end of the line.
• Mid-2010 and Mid-2012 Mac Pros can run Mojave, if you have recommended Metal-capable graphics cards.
• Late 2013 Mac Pros can run Monterey.

By default, the App Store hides old versions of macOS.

You need one of these Macs to install Ventura,

Just to add, there is no Mac that can run El Capitan capable of running Ventura.
