NO!!!!
Apple does not have a phone cleaner app, and no 3rd party apps are worth using. All they do is cost money and slow down your phone. DO NOT INSTALL ANY APP THAT CLAIMS TO IMPROVE YOUR PHONE.
There is no ‘phone cleaner app’ from Apple.

Apple does not make any "cleaner app". However, the Photos app does have a remove duplicates feature:
