On some of my messages, Mac Mail does not include the original message in my reply. On some messages it works just fine ... I cannot figure why? I have "Quote the text of the original message" turned on. As well as "Include all of the original message text." Any thoughts as to why ti does not work for some messages?

Make some changes to your settings and test.
Quit Mail and relaunch the app holding the Shift key down—then reset your preferred settings and compare your results.
Verify your software is up to date…

When in doubt, try booting into safemode. It will remove system caches and fix many problems it finds.
Start up your Mac in safe mode - Apple Support
Software is up to date. Did what you suggested, nothing changed.
