I cannot connect to Outlook to pick up mail since installing Ventura 13.4.1 (c) (22F770820d). Error message in Mail is: An SSL error has occurred and a secure connection to the server cannot be made.
I have not changed any of the settings in Mail. This problem came out of the blue! I can get mail on my iPad so assume this is a Ventura problem.

I remade my two Hotmail accounts in Mail by starting with Microsoft Exchange. God knows what settings are used but, at this stage, I don't care!

Two things you might try is boot into safemode and also rebuild your Outlook mailbox.

Outlook is fine on my Mac after the update. And you are the first report I’m aware of regarding Outlook. Have you tied simply restarting your Mac?
Thank you for your prompt reply. We are 12 hours out of sync here! Yes, I've tried restarting the Mac (and Mail) several times. Another mail app (TalkTalk) is working fine. On Connection Doctor it is only my two IMAP Hotmail accounts that are unavailable. All the others are SMTP and connect fine.
