I think you have probably turned on the Repeat 1 function, not shuffle.
Dependant upon which iPod you have, the Repeat and Shuffle icons screen will look like one of the screenshots shown below:
In the second screenshot, the Shuffle icon is to the left of the Repeat icon and has the intertwined arrows, as shown in the first screenshot.
In the first screenshot, note the small 1 in the repeat arrows. This means that the Repeat 1 function is on. Each time you tap the Repeat icon it moves to the next function, as follows:
Off - repeat is off
Repeat - when the current list finishes, it plays again
Repeat 1 - when the current song finishes, the same song plays again
Off - repeat is off
Both buttons (Repeat and Shuffle) usually become highlighted when the function is on.
