No - now, when I open mail, a tiny mail screen appears. I then have to push the green button to enter full screen. I am looking for a way to "open" mail in full screen - and bypass the green button step.

no, that does not happen with my Mac - when I quit in full screen using the red button and then open mail it opens in very small screen
Apple Mail in Ventura 13.4.1 (c) says to use Fn+F to toggle full screen, but it does not work. The ctrl+cmd+F keystroke does toggle to and from full screen mode. This on an M2 Mac mini Pro with extended Magic Keyboard set to U.S. keyboard input.
Grab the top bar of the tiny Mail window and drag it to the top left of your screen, then grab the bottom right corner of the Mail window and drag it down and out.

Just click on green button of the screen for full screen , though not sure how to set in full screen mode when it's opened.
FWiW, if you quit Mail while it's in Full Screen, it should open in Full Screen the next time you open it.
Clicking the red button doesn't quit Mail, It just closes the window. You have to press command Q or chose Quit from the file menu while Mail is in Full screen.
