After changing phone number, cannot access apple account

Hi. my mom has moved to another country and changed her phone number. She cannot sign in to her apple id because doesn't remember password. When we try to change password and want to confirm phone number, it shows absolutely different number (last two digits) that we don't recognize. Also, she has received emails, saying that two-factor authentication enabled for her Apple ID. Also, another e-mail saying that her apple ID was used to sign in to unknown device for us. Unfortunately we've read this e-mails very late and available recovery process is over.

She is going to change her old Iphone and cannot access her own apple ID.

Please help !!!

If your mom is unable to reset her password, it may be time to complete the account recovery process:


"What is account recovery?

Account recovery is a process designed to get you back into your Apple ID account when you don’t have enough information to reset your password. For security reasons, it might take several days or longer before you can use your account again. We know this delay is inconvenient, but it's important so that we can keep your account and information safe.

Before you start the account recovery waiting period, try to reset your password.
