Instead, follow the steps in the link and call or chat iTunes support.

You are not talking to Apple here. You need to click on Contact - Official Apple Support and follow the prompts until you can choose a phone call or start a chat.

Chat with Apple:

If calling is of no luck, contact Apple Support directly to chat with an Apple Rep. Go to: support.apple.com. From there, select Get Support. Log in and then, perform a chat session with an Apple Rep, requesting assistance with "Having a purchase issue." Sometimes, a chat session just blows you off tells you to call. When that occurs, make up a scenario such as "I cannot get you phone to charge", and then once you get the chat with a Support Agent, request a call.
