It sounds more like a logic board problem...
you can try the user Diagnostic...not as definitive as Apple's Service Toolkit — a back bench diagnostic, but may kick out an error code, or it may not even w/ your issue

On an Intel Mac the best you can try is
resetting the SMC Reset the SMC of your Mac - Apple Support
resetting NVRAM/PRAM Reset NVRAM on your Mac - Apple Support
Even though SMC controls the touchbar, some USB is in play,
so this would be NVRAM from Terminal you can notice:
USB Device: Apple T2 Bus
USB Device: Touch Bar Backlight
USB Device: Touch Bar Display
USB Device: Apple T2 Controller
