All of the stock models of the M2 MacBook Air come with only 8 GB of RAM.
So if you want 16 GB or 24 GB, the key is usually to custom-order from the online Apple Store. I don't know how their product offerings vary by country. The easiest way to see whether 16 GB is a custom-order option in. your country is to go to the Apple Web site and see for yourself (without pushing the final button to place an order).
Some retailers like B&H Photo Video sell Macs with more than the 'stock' amount of RAM. You'd need to contact them to find out if they sell to countries other than the U.S., and if they are Authorized Apple Resellers there.
