Mac Studio, M1 Max chip, Ventura 13.4.1 - On and off, emails won't delete. Highlight the subject line in Mail, click on "Delete" in the area at top of page, but on and off, emails will not delete. "Delete" now is viewed as "undelete." Sometimes, if I quit out of Mail and then reopen, the email(s) will delete, but eventually don't. This is very irritating and something that would be super cool if Apple could fix.

Have not heard this as an issue.
When you go to launch the Mail.app hold the Shift key down and compare your results.
"on and off" (?)— Are you trying to say intermittently...
Is this all mailboxes or just the inbox?
—you can simply use the delete key on a highlighted email, no clicking necessary
—how does your experience compare to simply swipe to delete...
