Were the photos taken with an iPhone or digital camera outside of the computer? Recovery from those may be easier than the computer if it is that computer.

Other MacBooks from 2017 are soldered, and if the logicboard is not damaged, it might be possible for an authorized service provider to get the data off.
Contact your local http://www.apple.com/buy service provider if you don't have the photos on any other medium and want to see if they can access the data, and resetting the SMC does not help restart the machine.

Depends on how dead it is.
Have you tried to see if resetting the SMC helps to start it back up and ensuring you have the right power cord?
