Can you monitor screen time on iOS 6?

I have an iPhone 4s, which is on IOS 6.1.3, and i know it doesnt have the screen time option in settings, but i was thinking; is there anyway to actually track/limit screen time on IOS 6? like a 3rd party app or something? or even just tracking.
