When I press the “writing” icon on a new Note, I get a blank screen. Pressing the little pen icon gets me the brushes, which would be fine if I wanted that, but I just want to type. I can’t see how to get a keyboard with this app. Touching the screen with my Pencil draws a horizontal line, which isn’t very useful, but no keyboard.
How do I get a keyboard to show up here?

Make sure the pen/pencil icon, in the Notes app, is not active.
Just tap with the Pencil anywhere where you want to start to type a note.
The onscreen keyboard should immediately appear.

As you have an Apple Pencil, you may find that setting your iPad’s Pencil settings to Draw Only with Apple Pencil will address your problem:
Settings > Apple Pencil > Only Draw with Apple Pencil - set to ON
