The old Today view can be still accesed while on the iPad Home screen by sliding a finger across the screen to the right.
If you want a “Today view’ to be part of the frst Home screen of apps, this no longer exists since iPadOS 15.
Widgets can now be put ANYWHERE on ANY Home screen of your iPad, now.
To recreate an approximation of the “Today view”column on the first Home screen of apps, you will need to assemble and put together the appropriate widgets used, yourself.

The pinned Today View, as seen on the first Home Screen, was deprecated with release of iPadOS15.
While you are now able to freely position widgets on any of the Home Screens, you have lost the “compact” first Home Screen layout (that shows a compressed 4x6 grid of App/Folder icons and Today view). Now, without the compressed view, Widgets individually occupy elements of the 4x6 icon grid - and will displace some App/Folder icons as necessary.
