That normally means your iPhone is not set to a region that supports Apple Pay.
Go to Settings ➜ General ➜ Language & Region ➜ Region and make sure it's set to the United Arab Emirates.
What about it?
Apple Pay is supported in the United Arab Emirates as shown in the support document you posted from, and as such you should be able to add your card to the Wallet App in an iPhone, or the Wallet Settings on an iPad or Mac.
What happens when you try to add the card?
Do you get an error? If so, what does it say?
If you are having a specific issue, you will need to clarify what that is.
